Hodgson View: Damp in Traditional Buildings
It appears that since the launch of the methodology into the ‘Investigation of Moisture and its Effects in Traditional Buildings’, a number of organisations and individuals (outside of those who actually contributed) have laid claim to the creation of this document.
Find out what Steve has to say in the latest ‘Hodgson View’….

New Legislation for Alien Invasive Species
The Invasive Alien Species (Enforcement and Permitting) Order 2019 came in to effect on 1st December 2019. The PCA contributed to Defra’s consultation during the summer and is pleased that our thoughts appear to have been taken on board.
We have provided members with a summary, but please be aware this is interim guidance; the final report from Defra has been delayed by the election, so we will follow-up as soon as this is released in early January 2020.

Property Flood Resilience Recovery Support Scheme
Last week saw the publication of the much anticipated Code of Practice for Property Flood Resilience through the back door. The release of the document by CIRIA was part of a suite of documents issued by DEFRA to assist with the take-up and procurement of flood resilience measures, following the flooding events around the country in November.
Flood recovery and the adoption of resilience measures during the repair process is a job for skilled and competent specialists. Members of the PCA flood protection group have the experience to deliver real value and make the most of the opportunity to deliver repairs that will protect buildings in the future.

Annual Review Meetings with CITB
Earlier this week Steve Hodgson and Jade Stocker attended the PCA’s annual review with CITB. As you are no doubt aware from previous ‘Hodgson View’s’, the PCA and CITB do not always see eye to eye. However, we are delighted that following this meeting, we can confirm:
- Both apprenticeship programmes are secure for the next two years
- Discussions on future plans for increasing funding for our apprenticeships by a further £1,000 per candidate on completion of their NVQ. (This could be a big step in the right direction for some members – we will keep you all updated on this!)
- CITB is now looking at a similar Skills & Training Fund for companies employing over 99 PAYE staff, and with the possibility of larger amounts of funding! (We have requested more information on this)
If you would like further information on our apprenticeship schemes or possible funding opportunities please contact Jade on [email protected].

Members have their say on a New Building Regs Manual
One of the key recommendations from the Independent Review of Building Regulations and Fire Safety was to reinstate the Manual to the Building Regulations. This week saw the first working group meeting, hosted by Building Regulations, take place at the PCA Head Office. This was a fantastic opportunity for PCA members to comment on the tone, structure and content of the Manual to Building Regulations and provide valuable input into high level regulation.
We would like to thank everyone who attended and contributed. Initial feedback suggests they found our comments very helpful and we will keep you all updated with any news we receive regarding the document.

Structural Waterproofing Group Meeting
Last week we held the final Structural Waterproofing Group (SWG) meeting of 2019. This group has always been extremely well supported and once again it was great to see so many of you there.
One of the main objectives of the SWG has been to push for a review of BS 8102: 2009 Code of Practice for Protection of Below Ground Structures Against Water from the Ground. We are pleased to announce that following a pitch to BSI by Steve Hodgson at the end of November, BSI has agreed to review the document! As the custodians of best practice within the waterproofing industry, the PCA will look to take a strong role, on behalf of members, within the revision of the document. BS 8102 made great strides in improving standards in waterproofing and the hard work now begins on raising the bar even higher.
SAVE THE DATES – 2020 Structural Waterproofing Group meetings are as follows:
- 5th March 2020
- 9th July 2020
- 1st December 2020
